The project follows a clear set of work packages (WP), which can be split in Research, technology development, field testing and dissemination. The first work package deals with research studies on the needs for energy service in the Mediterranean partner countries (WP1). This WP gives partners in the Mediterranean partner countries the possibility to investigate the energy needs in the field under the view of hybrid systems, together with partners from the EU experienced in rural electrification. The results are used in WP 2 to define a strategy for rural electrification programmes in each Mediterranean partner country participating, which is based on hybrid systems with high renewable energy content. WP2 is to address all non technical issues requiring research activities. There are two work packages dealing with research and appropriate technology development: WP 3 covers the further development of system components (power conditioner, water and wind turbine) in order to fit to the social and environmental conditions in the target countries. Components developed will be tested in Algeria. WP 4 covers the work for an advanced control system, which is based on a unified communication bus for system components and is used for the monitoring system, which allows for the remote control and supervision of several systems in a region by one single operator via satellite, mobile phone network, or regular phone lines. WP 3 and WP 4 are to address all technological research and development issues. WP 5 covers research on general technical aspects for the implementation of hybrid systems with high renewable energy content in the target countries. Outcome of this WP are gathered into a design manual for such systems, which may be further used for the development of standards. WP 5 is to address all engineering issues requiring research activities. The results of the work done so far are tested in a field test system to be realized in Morocco (WP 6) in a real village. All steps of the implementation of such a system are followed, and necessary improvements of the procedures are made. After implementation, this system is monitored technically, socially, and economically during at least 6 months. A implementation report sums up the experiences made. The results of this project are disseminated among decision makers and stakeholders of Mediterranean partner countries (WP 7). One tool is a design and implementation manual which will be used during workshops and summer schools. All management activities are summed up in a separate WP 8, which contains efforts of the coordinator as well of the partners of the project.
